ENGINEERING PROGRAMME MANAGER:

Are you analytical and organized?

Our client is looking for a Programme Management lead for a major financial institution’s Programme Partner role for Asia-Pacific in Singapore, based full-time in the client’s office and will be responsible for delivery of services and solutions for Project associated with the facility capital works projects. The role also includes providing technical assistance to the operational teams on technical and operational matters and requires strong competence in building services engineering with mission critical focus and may include some ownership of project delivery where previous experience in project management, risk management, scheduling, financial management, contract administration would be beneficial. A significant pre-business case focus and candidates would strongly benefit from experience with client relationship management, programme management ‘client side’ engineering project roles and corporate real estate work with real estate functions.

KEY RESPONSIBILITIES:

General
• Responsible for delivery and the oversight of all project-engineering issues within the Programme Management Office.
• Knowledge management of the Engineering information and documents including updating & maintain the currency of the documents.

Business Case
• Responsible for the timely and accurate engineering input to the project business cases.
• Represent the Regional Head of Engineering at project stage gate meetings and keep the RHE briefed on progress, risk, engineering issues.
• Working with the RHE to lead and manage the rollout of assigned regional engineering programs.
• Briefing and on boarding of project MEP consultants, and/or Engineering Project Owners.
• Support the Projects and Real Estate team during feasibility development stage of projects, including supporting the Real Estate team on negotiating/agreeing the MEP Heads of Terms with Landlords, supporting the Workplace Strategy team in developing design concepts and spatial requirements, etc.

Project Delivery
• Support the client’s Project Owner to ensure the Engineering aspects of the project are being delivered in line with the project budget and programme/schedule, and compliant to the client’s Design Guidelines.
• Work with the client’s Project Owner to ensure that the Engineering aspects of the projects are delivered in-line with the client’s requirements.
• Support the client’s PO and Global Sourcing team in procuring Design teams, long lead items and design packages.
• Act as the Project Owner on engineering-led projects to drive the delivery team (may be outsourced FM team) through the structured project delivery process
• High-level reviews of the design documents and the commissioning documents prepared by the design/project team to ensure these are in-line with the client’s requirements.
• Attend (as required) by client for key testing and commissioning activities.
• Review the T&C sign off sheet to ensure these are generally in order and in-line, including any defects, outstanding works etc., will be clearly identified and captured into the master defect list.
• Support the client’s PO with managing design changes & variations during construction of projects.
• Provide full support to the client’s Project Owner in key meetings throughout the project, including; Steering Committee meetings, RRECs, PCGs, etc.

Completion
• Support the outsourced FM transition team to achieve timely transition and mobilisation of the operational teams, by assisting in the interface between the FM and client’s Project team, in advance of the go-live dates for each project.

Operations Support
• Provide assistance to the Operations team on major operational activities, e.g. Building Power Down, black building test etc. when required.
• Provide technical advice to assist the operations team when required in dealing with major incident management and/ or in the post incident review.

BACKGROUND:

Our client is well known multinational professional services firm headquartered in London, UK which provides engineering, design, planning, project management and consulting services for all aspects of the built environment

PRE-REQUISITES:

• Masters Degree or equivalent postgraduate degree in Mechanical or Electrical Engineering or similar branch of Engineering.
• Excellent technical understanding of a primary engineering discipline and a thorough understanding of building services engineering and interdisciplinary design through all stages of the design and construction process.
• Knowledge and experience in programme management, project management and related areas;
• Experience in Building Services Consultancy, including the supervision of multi-disciplinary project teams where appropriate, and
• Experience in the effective technical supervision and development of less-experienced team members.
